Dear Mr Brown,
The reason for the gahment to drag their feet and come out with additional license is not because of the Maccau connection. The real reason is: Old Man is kia xi! Many years back when he was deriding Maccau and its seedy gambling dens, he swore that Singapore will only have casinos OVER HIS DEAD BODY!!!
I guess he may have remembered what he’d swore, recently.
